REQUEST FOR PROPOSAL

Executive Director

GENERAL

The Greenburgh Housing Authority (GHA) oversees 131 units of State funded public housing and 115 units of Federally funded public housing in the Town of Greenburgh.  In addition, GHA has a Section Eight Program servicing up to 303 vouchers.

The Executive Director position reports directly to the Board of Commissioners of the Greenburgh Housing Authority. This post will require a dynamic individual who can exercise independent judgment within the framework of established policy and existing laws governing housing authorities. Candidates must have a bachelor’s degree and at least 5 years experience in housing management, facility management or public administration.  Candidates must be PHM certified or able to attain certification within one (1) year of hire. The ideal candidate should possess strong supervisory skills, strong financial background including budgetary experience, excellent verbal and written communication skills, program development experience, be knowledgeable of HUD and DHCR rules and regulations and have experience involving Public Housing, Housing Choice Voucher Programs and property management.

RANKING OF SELECTION CRITERIA

The GHA Selection Committee will use a ranking system in evaluating proposals. The Committee will evaluate all responses and select the six most qualified candidates. The board will rate and rank them in one-two-three order.
The six most qualified candidates will be contacted for an interview with the Board. The Board will negotiate with that person to arrive at an agreeable contract.  If an agreement cannot be obtained, the Housing Authority will begin negotiations with the next most suitable candidate.
The following selection criteria will be used to score and rank proposals.

Selection Criteria No. 1: Knowledge of rules and regulations of State and Federally Funded Public Housing Authority Operations.  Rules and regulations governing Public Housing Administration, Section Eight Administration and Maintenance. 

Excellent: 20 points                                        Good: 10 points                                  Fair: 5 points

Selection Criteria No. 2: Experience in working with Federal, State, County and Local Officials

Past or current working relationships with Federal Officials (ex. HUD, Officeholders)
Past or current working relationships with NYS Officials (ex. NYSDHCR, Officeholders)
Past or current working relationships with Westchester County Officials (ex. Planning Dept. Officeholders).

Past or current working relationships with Local Officials (ex. Town Board, Dept. Heads)

Selection Criteria No. 3: Proximity and Availability.
The GHA will give preference to candidates who live in or near the Public Housing Authority.

Selection Criteria No. 4: Ability to work with residents of Public Housing Authorities.
Landlord –Tenant relation experience
Community Organizing, Special Events and Program Development experience
Excellent: 20 points                                        Good: 10 points                                  Fair: 5 points
